I use an electric razor and have no problems with bumps. I have to shave a little more often, but I think it's worth it to avoid those horrible itchy little razor bumps.

I know it sounds crazy, but try waxing. I switched from shaving to waxing and love it. It's not as painful as it sounds, and I'm smooth for a much longer time, with no bumps.
