I think its a little bit of both.

You have just described very accurately my husband. He calls himself bi-curious, I call him bi. But the fact he is that he sort of likes a dick when there is a female connection with it but he wouldn't be 1:1 with a man or kiss a man. Nor could he carry a relationship with a man.
