Polyamory and swinging are related and both forms of consensual non-monogamy. But I wouldn't say they are the same.
From what I've seen so far, the goal of swinging is to have sex with people outside the primary one, but to keep emotional fidelity. Polyamory's stated goal is to form relationships (and however long lasting or not those relationships are, at base relationships are about commitment and emotional connection).
