It sounds safer, but there is still risk of transmitting herpes between women and therefore to the men as well. As you said, there is no good way to avoid herpes or HPV other than abstinence or only playing with couples who have an up to date STD test result. Even the STD test result isn't foolproof, always a risk.
Amusingly you can also catch herpes from non-sexual contact. It is a fairly common thing for wrestlers to catch from other wrestlers. So even abstinence isn't foolproof!
