I'm puzzled, do you mean to say you "have not" been circumcised? I have been and there is no real skin bunching up around the head of my "lil feller". If you were circumcised properly there shouldn't be anything bunchin' up. That's the reason for circumcision. Sanitary and health are other reasons besides the religious of some folks.
Also someone else recommended cornstarch.. NO WAY.. don't go near the stuff til you find out what's growing down there. Corn starch is FOOD. If it's a certain bacteria or fungus or who knows what, corn starch could be just the meal it's looking for.
See your doctor and quit messin' around. This could be something more serious than you think. Odor is usually a sign of bacteria or fungus or something worse.. Something isn't right and hopefully you are refraining from sexual activity until you get this under control.
