I can assure you things have changed, at least unofficially. In the mid-90's, I was a Combat Medic (E-4, Specialist) and Amelia was a RN (O-2, First Lieutenant). Affairs between officers and enlisted were unofficially acknowledged. Nobody talked about it but everybody knew it happened.
We had to get permission from our Company Commander to get married, and the Captain asked us "So, you guys haven't been engaging in sex, right? (wink wink)". So, yeah, there ya go.
But I was also assured by my brother, who was (still is) in the Army, that such things were only tolerated in Medical for some reason...
