The reputation system isn't about giving advice that is done in the forums. It is used to leave comments in regards to someone's opinion of the advice that was given (in the forums).
It seems to me that you are using this post/thread as an attempt to draw out the person who left you bad reputation for "advice" that you gave.
I'm not really sure what popularity has to do with it.
