I find that the beard trimmers that I use on my side burns work well for trimming then, yes you are correct about shaving the scrotum. Pull it tight and lightly run the razor from bottom to top does a decent job. It can be tricky around the base of the shaft though. Ok I'm probably being to graphic here...
