Another option is to have each person write up a truth and a dare and put the truths in one bucket and the dares in another. On each person's turn they pick from one of the buckets.

After every round everyone writes up another truth and dare to add to the bucket. That way the game tends to get a little more risque as everyone gets comfortable. We started this when playing Truth or Dare Jenga because we didn't like the game's truth and dare cards, we just decided to make our own.

We always allowed people to ask for a pass in case a dare was too risque, if the group agreed we just had them pick again. This made the people who were more inhibited feel comfortable that they wouldn't have to do something they weren't ready to do.
