This happens to me all the time when I meet new people. For me it's stress related (even if it's good stress). It happens when I just can't relax enough. As I get to know the person I'm with better, it becomes easier and easier to 'get there'.
In my last 2 long term relationships I had to go to great lengths to explain that "no you aren't doing anything wrong" and "yes I'm enjoying this immensely" and after a while it all sorted itself out.
