You do not measure from the balls. I would say measure from the side of your penis not from the bottom or top. If you do it from the bottom, then the scrotum can cause a mismeasurement. If you do it from the top as is suggested, then the suspensory ligament that holds your penis up when erect can also cause a mismeasurement. Please note this is not an exact science, as I still can get various measurements depending on just how erect I was.
