I think good times did a good job of summing it up. But I would add that the off premice partys are not just like a normal night club (At least from our experiences). There is a highly charged sexual atmosphere and a lot of flirting going on.
Havent been to an on-premice party yet but we have decided next time we go it will be an on premice party. From what I understand people have sex out in the open and some places have rooms for privacy but sex takes place on the premices(SP?). Hence the name on-premice. Where off premice the sex is suppose to happen...well Off.
